This website has been created to make you aware of a proposed government program that could adversely affect the value of your land. The study is the Camp Bullis Joint Land Use Study, hereafter referred to as the Camp Bullis JLUS.
Are you aware that Camp Bullis, the city of San Antonio, and the state legislature are planning to restrict your land even more than the Dark Skies Ordinance?
The Dark Skies ordinance was only the beginning. Ruth McClendon, representative from Bexar County, has already introduced a bill (HB 143) to regulate any platting or tree clearing on land over 2 acres within a five mile radius of Camp Bullis. This is not just cedar trees...ANY trees and removal can be by paid permit only and bird counts may also be required. A fine of up to $1000/day will be assessed. Furthermore, Senator Jeff Wentworth is also planning to introduce a similar bill any day now.
The Camp Bullis JLUS is well under way. The website states that phase 3 of the project will be public outreach and communication yet an intelligent and interested large group of landowners within the study's jurisdiction has known nothing about the study until quite recently. Public forum meetings were held in September and November and again on February 18th. The presentation of the final draft is scheduled for April 1st, 2009 in San Antonio at the Municipal Plaza, Room B, at 7 pm.
On March 31st, at the same location as stated above and at the same time, 7 pm., there will be a final hearing before presentation of the final draft. It is our hope to inform you about this and encourage you to participate in making your objections known.
The Camp Bullis JLUS includes provisions such as only one story homes may be built, all new homes must have soundproofing so the residents will not here the gunfire at the military reservation as well as the above mentioned details about trees and tree removal. The document is quite lengthy and none of the landowners have seen the entire document. Many of us who are concerned have only been able to garner snippets at random.
There is no provision in the Camp Bullis JLUS for compensation to landowners for diminished property value, should the study pass. In fact, at the last meeting, it was suggested this is not necessary.
Our precinct #2 commissioner, Jay Millikin is a retired military gentleman who heartily endorses the concept. Comal County commissioners will meet in April to discuss the matter again.
